This policy describes the ownership, publishing responsibilities, management arrangements, and editorial independence of the Journal of Health Sciences (JHS). It is intended to provide transparent information to authors, reviewers, readers, and indexing or accreditation bodies.

3. Ownership Responsibilities

The verified journal owner is responsible for institutional oversight, ensuring the journal has appropriate resources, and supporting lawful and ethical publishing operations. Ownership does not confer authority to influence editorial decisions concerning individual manuscripts. Any change of ownership or publisher should be disclosed transparently on the journal website.

4. Publisher Responsibilities

The publisher supports the journal’s infrastructure, publication platform, archiving arrangements, administrative operations, and implementation of publication-ethics policies. The publisher should make the journal’s contact details, publishing policies, applicable charges, and relevant institutional information publicly accessible. Financial or institutional interests must not determine whether an individual manuscript is accepted.

5. Journal Management Structure

The journal is administered through an editorial management structure that may include the Editor-in-Chief, editorial board, managing editor or editorial office, peer reviewers, and technical support personnel. The current names, affiliations, and responsibilities of officeholders should be published and kept up to date on the journal’s Editorial Team and Contact pages.

6. Editorial Independence

The Editor-in-Chief and authorized editors have responsibility for decisions on manuscript suitability, peer review, revisions, acceptance, rejection, and post-publication editorial actions. Decisions are made on scholarly merit, relevance to the journal’s scope, methodological quality, ethical compliance, and the integrity of the scholarly record. Owners, institutional administrators, sponsors, and advertisers must not interfere with individual editorial decisions.

7. Roles and Accountability

Editorial Board: Advises on academic scope, editorial standards, reviewer expertise, and policy development.

Managing Editor / Editorial Office: Coordinates submissions, communication, production workflows, and recordkeeping under editorial oversight.

Reviewers: Provide independent, confidential, timely, and evidence-based assessments while disclosing conflicts of interest.

8. Conflicts of Interest and Transparency

Editorial staff, reviewers, and decision-makers must disclose relevant financial, professional, institutional, or personal conflicts of interest. Manuscripts involving editors or persons in positions of authority should be handled by an independent editor with no relevant conflict. JHS should publicly disclose the owner, publisher, editorial leadership, and contact information, and promptly update material changes.

9. Complaints, Appeals, and Ethical Oversight

Complaints concerning editorial conduct, ownership influence, or management practices may be submitted through the official journal contact channel. Complaints should be assessed impartially, with conflicted persons excluded from decision-making. Appeals and allegations of research or publication misconduct should be handled under the journal’s applicable published policies and informed by relevant Committee on Publication Ethics (COPE) guidance.

10. Review and Amendments

This policy should be reviewed periodically by the editorial leadership and publisher. Substantive amendments should be dated and published on the journal website. Any approved changes must be consistent with the journal’s governing documents and actual management arrangements.
